One astral plane after the fall of Whispering Palace, the slave rebellion raised the Queen's Bloodblade banner at Obsidian Ruins, declared the establishment of the "Free Council," and supported the golden dragon Valeris in taking over the great city of Tunaras.
Meanwhile, Shashahawk parted ways with the slave rebellion and joined forces with the war commander Zechir—who had somehow managed to send a body double to the front lines while his true self remained hidden in the city until Whispering Palace fell, at which point he emerged with the radicals—Shashahawk and the radicals together occupied the starport, taking control of more than 70% of the magic ships in Tunaras and blocking the astral waterway.
Subsequently, members of the Sasha Hawke were betrayed and imprisoned by radicals.
During the second astral phase, the awakened liberals stormed into Whispering Palace to plunder the royal storehouses, clashing head-on with the slave rebellion that had occupied the palace. Defeated, they retreated back into the city, initiating a free-for-all mode of indiscriminate looting of the entire city. They also released the magic-suppressing shackles, freeing all the slaves in the city and exacerbating the chaos.
Warlord Zechariah attempts to take control of the psionic core within the giant city's skull, leading to a fierce battle with the remaining Kra Lich Guard.
After the main force of the Sasha Hawk astral plane arrived, they used ballistae to bombard the radical forces of Zechil, but accidentally damaged civilian areas and caused fires. The fires spread to the streets of the Glask district, and the giant city was shrouded in smoke and dust compressed by the astral mass.
Two Prime Material Days have passed. Valerith is forced to execute the slave leader who attempted to divide the royal treasury, sparking a rebellion by 30% of the slave army. The Free Council urgently issues the Stardust Amnesty, promising to abolish slavery but without specifying a political structure. Shashahawk begins contacting the Githzerai of the Chaos Sea, requesting their swift reinforcements. The remaining Kra liches initiate the "Echoes of the Gods" ritual, causing multiple powerful earthquakes in the Great City and awakening several ancient liches in the royal tombs of the underground city.
It was only then that everyone realized that Vairakis had gone so far as to turn all his elders into liches.
Next, the slave rebellion and radicals fought for control of the starport, while the liberals stormed into the dungeon and clashed with Shashahawk. Klara, led by an ancient lich, attacked the Glask district, slaughtering civilians and transforming them into an undead army. The Liberal Council and the radicals were forced to temporarily unite to resist the lich scourge.
If Valeries hadn't, through unwavering will, carved several lines of hideous markings into herself, slightly restoring her vitality and prompting the half-dragon kobold warlocks left by Casalos to protect her to once again carry out a decapitation strike, purifying those liches transformed from Vyrakis of unknown generations, Tunaras would probably be a veritable city of the dead by now.
In just a few prime material days, the slave rebellion split.
Chapter 262
Two factions emerged: one supporting Valeris's Freedom and Liberation Front, and the other advocating for independence and nation-building, the Black Talon Brotherhood. Five hundred monks sent by the Githzerai also arrived and joined Shashahawk. The radical faction absorbed remnants of the Kra clan and seized control of a secret stronghold within the dungeon containing a large number of scrolls of mass destruction spells.
But that wasn't all. A "Red Dragon Priest" appeared out of nowhere and opened a hellish rift in the dragon's lair, summoning several adult infernal red dragons and a large number of Abyssal demons to attack the city, claiming to purify the "City of Traitors." Mind flayers, who had been lurking in the city for countless centuries, also took advantage of the chaos to launch an attack, attracting the Shell Fleet to wield its tentacles and plunder slaves on a massive scale.
The entire city of Tunaras was in complete chaos until Valeries fully completed her Skin Carving advancement. Leading the half-dragon warlocks and the Liberation Front, she joined forces with the Gith'zerai monks to repel the red dragon and the Abyssal demon, sealing the Hell Rift. Only then did the situation in the giant city barely stabilize thanks to the absolute power she displayed. Neither the Gith'yanki nor the slaves of various races knew that the golden dragon's life was now as fragile as glass.
Currently, the Liberation Front occupies the Queen's District and Grasker District, becoming the strongest force in the Great City. Then, the Sasha Hawk and the Gith Zerei control the Starport, while the Black Talon Brotherhood and the liberal Gith Yankees control the former stronghold of the Slave Rebellion, the Junkyard. The remaining radicals and the Kra remnants hide in the dungeons, plotting a counterattack.
Following this upheaval, the total population of Tunaras plummeted from over 100,000 to less than 60,000. The three factions controlling the giant city signed a ceasefire agreement, stipulating that after 300 astral planes of truce, a "Transitional Governance Committee" would be established, with Queen Bloodblade Valeries elected as the nominal chairperson, while real power would be shared among representatives of the three factions, in order to participate in the Casalozian talks.
Now everyone knows that it was Casalos's army that held back the main force of Tunaras City, and it was also Casalos that dealt with the Primordial Red Dragon behind Queen Verakis.
Casaloz is the one who will determine the future of the astral city of Tunalas.
"Just state your conditions." Valeries' tailbone arched slightly, and flames carrying the power of time spilled from her nostrils, crackling and exploding as they intertwined with astral matter: "What do you want, and what can you give us?"
Since she was still alive and continuing to be involved in that unsuccessful cause, even knowing there was little chance of success, she would still do her best to fight for the benefits of the Githyanki and the various races living in the Great City.

Valeries knew perfectly well what Casalos wanted.
Her fingernails dug into the star-shaped table, and the flames seeping from her nostrils spread across the parchment of the contract. More than the other "representatives," she knew Casalos's intentions all too well—when the iron dragon saved her life, the sparks of compassion flickered in its indigo eyes. The lines of fate revealed by destiny and the visions she had glimpsed clearly told her: the iron dragon cared nothing for the lives of the remaining 60,000-plus people of Tunaras.
Ultimately, although Casalos has orchestrated this negotiation, the real negotiating partner remains Valeries, the golden dragon. Bringing all the "representatives" here is probably not really about binding the golden dragon's morality.
But the Liberation Front didn't understand this fact, neither did the Gisyanki, and Sasha Hawke was even less aware of it.
"Impossible! This is blatant plunder!" The Githyanki representative slammed his silver sword on the ground, sparks flying from the tip and twisting psionic energy swirling around it. "Tunaras is our city, our eternal home!"
When the half-dragons presented the "Contract for the Ownership of the Astral City and the Reconstruction of the Githian Civilization," even the slaves of various non-Ghithian Yankee races and the Githzerai who came to support them expressed their firm opposition. Valeries saw the Adam's apples trembling on the faces of the representatives of the Liberation Army, and the veins on their necks, once bound by anti-magic shackles, now bulged with rage.
"We didn't kill Vairakis to give the Bone Throne a new master!"
In short, Casalos wants to take over the entire city of Tunaras and expel all its inhabitants from the Astral Plane—from the Tunarans' perspective, of course. In fact, Casalos gave the residents of Tunaras two choices: leave or stay. Those who left were free to do so. This is a city that they "worked hard" and "shed blood and tears" to snatch from the Gisyanki. How can they just give it up because of a dragon's words?
Valeries's tail tip subtly hooked onto the purification scroll in the hidden compartment. She looked at the faces burning red with rage. Elder Githyanki poked at the "Terms of Agreement for the City of Tunaras to be Ruled by the Casaloz Dragon Territory" with his scepter, the orc representative held his battle axe across the seal of the contract, and even the halflings, who rarely voiced their opinions, were banging their high stools with wrenches.
These lives, flowing with different bloodlines, perfectly replicated the same expression at this moment, like trapped beasts whose territory had been invaded.

Valeries's dragon claws shattered the astral tabletop, unleashing the terrifying majesty of a golden dragon. The representatives of various races who had just risen from their seats staggered back into their ornate yet "comfortable" chairs, as if swept by an invisible dragon's tail. Through subtle, seemingly conceding modifications, they ultimately ensnared even the non-experts, including the golden dragons, in a trap, securing the greatest possible benefit for the Dragonflight.
"The Zhuoer aren't all useless, are they?"
It has never liked to handle these tedious matters personally. As a lord, one should provide strategic guidance for the development of the Dragon Territory from a high-level perspective, while specific matters should naturally be handled by specific professionals.
Unfortunately, Dragon Territory hasn't yet cultivated talent in this area. Kobolds and grey dwarves are good at construction and warfare, but if you send them to negotiate, they'll probably start fighting after three sentences. As for the grassland people… let's not even mention them.
In short, the inhabitants of Dragonflight have never dealt with such diplomatic negotiations before, and it's a good thing that a few drow elves are unwilling to succumb and dare to step forward. The agreement was eventually finalized.
Casalos successfully brought Tunaras into the Dragon Realm and also acquired the psionic technology currently held by several participating factions. As for the portion hidden in the dungeon by Vyrakis and now guarded by the radicals and Kra liches, Casalos will have to retrieve it himself.
In exchange, the Dragon Territory is responsible for the safety and daily needs of the 40,000 residents stranded in the Great City. These 40,000 people, provided they are not enslaved, will also abide by the Dragon Territory's laws and regulations. Since life in the Astral Plane doesn't need to consider basic needs like eating, drinking, and relieving itself, this essentially means the Dragon Territory is getting 40,000 laborers for free—normal employment certainly doesn't constitute enslavement.
The Gith Yankees, who had been astral pirates for countless centuries, would certainly not accept such terms, but the representatives of the Great City in this negotiation did not include the traditional Gith Yankees. Whether it was the Golden Dragon, the Shashahawk with his ambiguous relationship with the Gith Zerei, or the slaves who had been enslaved by the Gith Yankees for so long, none of them wanted the Gith Yankees to regain control of the Great City.

Whether this is the will of the greater universe or a deliberately crafted principle by some being is none of Casalos's concern. The core of Dragon Territory's laws and regulations still adheres to this law, so it's normal that it's accepted by the majority of those who accept it.
In addition, Dragon Territory also took on the greatest "burden" of Tunaras City: the care and upbringing of tens of thousands of Githyanki eggs in hundreds of nurseries across more than twenty Material Worlds.
The Gith Yankees have no regard for offspring or the propagation of their race. Having enjoyed the false eternity of astral life, they are unwilling to "consume" their finite lives in any Material Plane world. But what about the Kegis Yankees? With Tunaras City and all the Star Fortresses combined, could they muster 150,000 people?
Before the Golden Dragon slayed Vilakis, only 304 Githyanki successfully completed the trials and became part of the great city in the latest round of induction ceremonies in Tunaras. However, in the period between the previous and last inductions, Tunaras lost more than five hundred people in large-scale raids—although this round of inductions was less than usual due to the turbulent years affecting the traditional child-rearing base of Faerûn, the Githyanki's natural population growth rate had consistently been negative during the reign of Vilakis VII.
This is all thanks to the Lich Queen's strict "citizen" selection system. She basically raised the newborn Gith Yankees like poison... All of this is now history. From now on, most of the newborn Gith Yankees who were abandoned by the traditional Gith Yankees will belong to the Dragon Territory. Valeris, having spent too long in the giant city, probably had no idea how lucrative it was; she and the races who followed her were likely still grateful for the engineering team's interest-free loan payment method.
However, there's nothing wrong with this gratitude; the fact that the Dragon Lords built a home for them is ultimately a win-win situation.
In that foreseeable future, Jinlong and her new kin will eat Dragon Territory's food, use Dragon Territory's goods, and rely solely on Dragon Territory. Therefore, it's inevitable that they will be influenced by Dragon Territory's culture and gradually assimilated. Dragon Territory's "colonies" will naturally expand to other realms, which is perhaps the most important outcome.
Of course, apart from Casalos, probably no one else realizes yet what a groundbreaking feat these male drow "political officers" have accomplished. Even Valeris, the golden dragon who possesses both luck and limited foresight, only sees a bright trajectory of destiny and accepts it with equanimity.
Casalos has gained a reliable and powerful ally.

The environment of the Chaos Sea shaped the lifestyle of its inhabitants. Aside from the defeated Giszelai who retreated here, perhaps only the Sla Toad race remained. Interestingly, the Sla Toads may also have been a race that fled into the Chaos Sea after their defeat.
If this conjecture is correct, then their predecessor was the Bachiz Demonfish, one of the four creator races of Faerûn, and it was they who created the amphibians of Faerûn—of course, a certain imprisoned Bachiz Demonfish denied this conjecture. "Why?" Valeries was taken aback. Her face, which was much shorter than that of other dragons, showed a confused expression, and her eight tentacles twitched unconsciously. "Yes, why? Even if it did, those "dimensions" were constantly merging and separating, each time returning to chaos, to the point that even the most intelligent "humans" couldn't accurately identify them. Therefore, Valeris couldn't say exactly how far this journey was.
The only saving grace is that the Chaos Sea has another rule similar to the "wish fulfillment" of the Astral Plane: as long as creatures in the Chaos Sea maintain their focus, they can suppress the chaotic environment within a certain range to a habitable level, creating a safe and comfortable environment.
The size of this "wish fulfillment" safe zone is directly related to mental strength. For both Casalos and Valeris, maintaining this level of mental strength is not a burden. Even if they cannot create a suitable divine kingdom here like demigods or even gods, it is enough to support the space needed for free flight.

They stopped, oriented themselves in the chaos, and leaped back into the air, focusing on carving a path dominated by air elements.
One golden dragon and the other silver-gray dragon sped forward like a train, crashing into fireballs that grazed their scales, turning them into wreaths. Water ripples behind them condensed into ice crystals, and gravel fragments spun in the air currents, trailing behind them in the unique trajectory of the Chaos Sea.
Casalos's gaze pierced through a "sea" dominated by air element and landed on the hazy, gray spire of the Zen Forest. It was a spiral-shaped stone complex, with seven cast-iron rings suspended from the granite walls, its exterior shrouded in a pale golden energy barrier, where chaotic elemental flows dissipated into harmless stardust.
