“The Mind Scepter doesn’t seem to be just a tool Thanos gave to Loki,” Zero said. “After it fell into S.H.I.E.L.D.’s hands, Baron Strucker used its power to do more than just create the Maximoff twins.”
"He is also secretly carrying out another, much larger and more covert plan!"
"What plan?" Lin Tian asked, intrigued.
“An upgraded version of ‘Project Insight’.” Zero pulled up a series of extremely secretive data and blueprints. “Baron Strucker, or rather, the high command of Hydra behind him, seems to want to use the power of the Mind Scepter, combined with technology reverse-engineered from the Chitauri, and S.H.I.E.L.D.’s Helicarrier technology.”
"To create a super weapon system capable of covering the entire globe, monitoring all of humanity, and even eliminating all 'potential threats' in advance!"
"They call this system 'Ultimate Hydra'!"

Lin Tian's eyes narrowed!
This plan doesn't seem to have appeared in the original storyline?

They want to use the Mind Scepter to cultivate a fully-fledged Ultron and then use it as the brain of the "Ultimate Hydra" system!
